Al Ministro della salute, al Ministro dell'ambiente e della tutela del territorio e del mare, al Ministro dello sviluppo economico.
Per sapere
i limiti imposti ai cementifici ed agli inceneritori-termovalorizzatori, dalle vigenti norme, per le emissioni in atmosfera di sostanze inquinanti appaiono disomogenei ed in particolare, per i cementifici Legislative Decree 3 April 2006, No 152 provides that the daily limits are as follows:
total dust mg 30/Nm3
sulfur dioxide: mg. 600/Nm3
nitric oxide: mg. 1.800/Nm3
-energy plants and incinerators for the legislative decree of 11 May 2005, no 133 implementing Directive 2000/76/EC on the incineration of waste, includes the following limits:
total dust mg. 10/Nm3
sulfur dioxide: mg. 50/Nm3
nitric oxide: mg. 200/Nm3
Macroscopic diversity is a clear maximum tolerable limits for pollutants like, very dangerous to health;
not deduced by the rules any further constraint, where a territorial district, a few miles away, operating more than one cement, multiplying by two or three of the quantities of pollutants emitted into the atmosphere
- whether the Ministers intend to take the necessary steps to align the regulatory limits of the pollutants expected to cement, to the level of energy plants;
- if the Ministers consider taking up regulatory initiatives also need to specify the minimum distance from the facilities listed in the introduction, in order to prevent serious risks to human health, in the presence of multiple systems within the same territory.
